How to LOCK page orientation?

I can open a PDF and rotate the page between portrait and landscape, but when I SAVE the document, it doesn’t LOCK the page in the new, desired orientation. All other changes appear except for that.

Can you LOCK the page orientation?

You can use the Split and Merge Tool to lock the page orientation.
